These are size 0 dissolving capsules that you place under your aquarium's substrate by the roots of your plants to provide a slow release of Osmocote Plus fertilizer. I have seen such a significant growth increase in all of my root feeding plants since I started using these.
They are vegetarian gel capsules and the fertilizer is also vegetarian. Avoid getting any moisture in the bag, any moisture they come in contact with will cause them to burst.
Some aquarium plants are heavy root feeders, meaning they rely almost exclusively on the nutrients they absorb through their roots, rather than nutrients in the water column. A few examples of heavy root feeders are :

Amazon Swords
Vallisneria
Blyxa Japonica
Dwarf Sagittaria
Red Tiger Lotus
Dwarf Hairgrass
These kind of plants NEED root tabs to grow and flourish, although any plant with roots that can be buried will benefit from the extra nutrients of a few root tabs.
You can bury one every three inches, one per plant or, if you have a heavily planted tank you can bury 1 tab per gallon of water. They only need to be replaced every 3-6 months. Be sure to bury them quickly, the capsule part dissolves fast when it gets wet. (definitely use aquascaping tweezers) If your fish or snails dig up any granules just rebury them deeper, they won't hurt any aquarium dwellers.
